Slow as molasses means to be very slow moving, and is often used in reference to something that you wish would move at a quicker pace but it is simply not possible because this thing takes a long time. Molasses when poured out into a container or use din a recipe pours extremely slowly which cannot be sped up because of its thick consistency. If a person or thing is as slow as molasses, it is another way of saying how slow it is.
